Key Takeaways
- From 1 July 2026, almost every cosmetic marketed in Taiwan must have a Product Information File before sale, display, giveaway or consumer testing.
- The principal exception covers handmade solid soap produced by entities exempt from factory registration.
- The Taiwanese manufacturer or importer is responsible for product notification and maintaining the PIF.
- Each PIF must contain 16 categories of information and a safety assessment signed by a qualified assessor.
- The file may be prepared in Chinese or English and must remain accessible in Taiwan for regulatory inspection.
- E-commerce sales do not avoid PIF, notification, labeling or advertising requirements.
- Indian brands should complete compliance checks before exporting inventory or launching online listings.
Introduction
Taiwan’s cosmetic compliance framework changed significantly on 1 July 2026, when the final phase of its Product Information File system became applicable to nearly all cosmetics.
The change affects Indian skincare, haircare, makeup, fragrance, personal-care and oral-care businesses selling through Taiwanese importers, distributors, marketplaces or their own online stores. A product notification alone is insufficient. The responsible manufacturer or importer must also maintain evidence supporting the product’s composition, quality, safety and claimed functions.
What Is a Taiwan Cosmetic Product Information File?
A Cosmetic Product Information File, or PIF, is a collection of technical and regulatory documents supporting a cosmetic product’s quality, safety and functions. It must be established before the product is supplied, sold, given away, publicly displayed or offered for consumer testing in Taiwan.
The PIF is not simply an online registration form. It is a technical file containing formulation data, manufacturing information, test results, packaging records, claim support and a signed safety assessment.
Taiwan introduced the obligation in stages. Selected higher-risk product categories became subject to PIF requirements in 2024, followed by products for babies, lips and eyes, as well as general toothpaste and mouthwash, in 2025. From 1 July 2026, the requirement covers all cosmetics except qualifying handmade solid soap.
Who Is Responsible for the PIF?
For imported cosmetics, the Taiwanese importer is generally responsible for product notification and maintaining the PIF. An Indian manufacturer cannot satisfy the local requirement merely by retaining documents at its facility in India.
The importer must keep the file at the Taiwanese address shown as the manufacturer’s or importer’s address on the product labeling. The competent authority may inspect the file, related records and business premises.
Indian brands should therefore choose a local importer or responsible business capable of:
- Completing product notification;
- Reviewing the formula and ingredients;
- Maintaining the PIF;
- Coordinating the safety assessment;
- Managing Chinese labeling;
- Monitoring adverse events;
- Maintaining supply-chain records; and
- Supporting inspections or recalls.
The agreement between the brand and importer should clearly address document ownership, confidentiality, updates and regulatory cooperation.
What Must Be Included in the PIF?
Taiwan’s PIF regulation specifies 16 categories of information:
- Product name, category, dosage form, purpose and responsible-business details;
- Evidence of completed product notification;
- Full ingredient names and individual concentrations;
- Packaging, container, label and leaflet materials;
- Cosmetic GMP certificate or compliance declaration;
- Manufacturing methods and procedures;
- Directions, application areas, dosage, frequency and intended users;
- Known undesirable effects;
- Physical and chemical characteristics;
- Ingredient toxicology data;
- Stability-test reports;
- Microbiological-test reports;
- Antimicrobial-effectiveness test reports;
- Evidence supporting claimed functions;
- Information about packaging materials contacting the formula; and
- A signed product-safety conclusion and the assessor’s qualification documents.
Testing records should correspond to the formula and packaging actually marketed in Taiwan. The safety assessor may justify why certain stability, microbiological or preservative-effectiveness reports are unnecessary, but the reasoning must appear in the safety documentation.
Who Can Sign the Safety Assessment?
The safety conclusion must be signed and dated by a person who meets Taiwan’s qualification and training requirements.
Eligible assessors generally require an appropriate university background, such as medicine, pharmacy, toxicology, cosmetics or a related discipline, together with recognized cosmetic-safety training. Special transitional conditions apply to certain chemistry and chemical-engineering graduates with relevant experience.
Indian companies should confirm an assessor’s eligibility before commissioning the report. A general quality-control certificate or assessment signed by an unqualified employee may not satisfy Taiwan’s requirements.
PIF vs Product Notification
Requirement | Product notification | Product Information File |
Purpose | Records prescribed product and business information on the TFDA platform | Demonstrates quality, safety and support for product functions |
Format | Electronic submission | Electronic or written technical file |
Main content | Product identity, category, formula, manufacturer and importer information | Formula, manufacturing, tests, packaging, claims and safety assessment |
Validity | Generally three years, with renewal required for continued sale | Updated whenever relevant information changes |
Regulatory access | Information submitted through the notification system | Retained by the responsible business for inspection |
Product notification remains valid for three years. If the product will continue to be sold, the notification should be extended within the prescribed period before expiry.
Requirements for Indian E-Commerce Sellers
Selling through an online marketplace does not remove Taiwanese cosmetic obligations. Before a product is listed or supplied to consumers, the seller should confirm that:
- A compliant Taiwanese importer or business is identified;
- Product notification has been completed;
- The PIF is available;
- Ingredients comply with Taiwan’s prohibited and restricted ingredient rules;
- Chinese labeling is complete;
- Claims are cosmetic rather than medical; and
- Supply records and complaint procedures are established.
Taiwan requires cosmetic labels to include the product name, use, directions, storage information, net quantity, ingredients, precautions, manufacturer or importer contact details, country of origin, date information and lot number. Most information must appear in Chinese or internationally recognized symbols, although ingredient names may be in English.
Online descriptions, influencer content and advertisements must not be deceptive, exaggerated or claim medical efficacy.
How Long Must the PIF Be Retained?
The PIF may be stored electronically or in written form. It must be retained for at least five years beginning on the day after the product was last made available on the market.
The importer should update the file when the formulation, supplier, manufacturing site, packaging, test evidence, instructions or safety information changes.
Penalties and Commercial Risks
Failure to complete product notification or establish a compliant PIF may lead to fines ranging from NT$10,000 to NT$1 million, repeated penalties, suspension of business, cancellation of product notification or other enforcement measures.
Non-compliant products may also be removed from sale, recalled, confiscated or destroyed. These consequences make pre-shipment compliance particularly important for Indian exporters.
How Premia TNC Can Help
Premia TNC can assist Indian beauty brands with Taiwan company or importer arrangements, product notification, PIF coordination, ingredient reviews, Chinese labeling, e-commerce compliance and ongoing corporate administration.
Completing the PIF before shipping or advertising products can reduce customs delays, marketplace disruption and recall exposure.
Frequently Asked Questions
Must every product variant have a separate PIF?
Products with different formulas generally require separate supporting files. Closely related shades or variants may share certain evidence where scientifically justified, but the documentation must cover every marketed product.
Can the PIF remain in India?
No. The responsible Taiwanese manufacturer or importer must keep it at the prescribed address in Taiwan and make it available for inspection.
Can the PIF be written in English?
Yes. Taiwan permits PIF information in Chinese or English. Documents prepared in another language must have a Chinese or English translation.
Does TFDA approve the PIF before sale?
The PIF is maintained by the responsible business rather than routinely submitted for premarket approval. Authorities may inspect it and assess its compliance.
