Hai Phong Positions Itself as a Global Economic Hub with the Establishment of a Free Trade Zone
Hai Phong is developing a Free Trade Zone spanning approximately 6,292 hectares, located within the Dinh Vu – Cat Hai Economic Zone and the Southern Coastal Economic Zone, as per Resolution No. 226/2025/QH15 dated June 27, 2025. The zone comprises functional areas for production, port and port logistics, logistics centers, commercial services, and other functions, meeting non-tariff zone standards with strict customs oversight.
The Free Trade Zone is planned across three locations: Location 1 (2,923 ha) in Chan Hung and Hung Thang communes; Location 2 (1,077 ha) in Dong Hai ward; and Location 3 (2,292 ha) in the Cat Hai special zone.
The project is divided into two phases. Phase 1 (2025-2030) focuses on establishing a legal framework, infrastructure, and piloting special policies in the Dinh Vu – Cat Hai Economic Zone, while planning and investing in infrastructure in the Southern Coastal Economic Zone.
From 2026-2028, comprehensive policy implementation and investment attraction for key infrastructure will occur. By 2028-2030, infrastructure will be largely completed, with policies fully applied in both zones.
Phase 2 (2030-2035) aims to finalize infrastructure, expand operations, and integrate with the industrial-logistics ecosystem, attracting investments in green industries, high-tech, and support services like R&D and fintech.
The Free Trade Zone aims to become a hub for production, logistics, commercial services, and high-tech, promoting innovation, digital transformation, and green growth, aligning with Resolution No. 45-NQ/TW.
The Hải Phòng Economic Zone Authority will manage operations and provide administrative services. The planning for the Southern Coastal Economic Zone was approved on July 3, 2025, with completion expected by November 2025, laying the legal foundation for development.
