Exporting Steel Products to EU, Certificate of Origin Required
Taichung Customs Office has announced that in response to the European Union’s extension of trade defense measures (tariff quotas) on steel products exported to the EU, the Ministry of Economic Affairs (MOEA) has implemented export control measures for 86 types of steel products produced in Taiwan, effective October 1, 2024. These products are classified under export regulation code 132, and steel exports to the EU must obtain a pre-clearance Certificate of Origin verifying Taiwan as the country of origin.
The Certificate of Origin is issued by the Taiwan Steel & Iron Industries Association under authorization from the International Trade Administration, MOEA. The Taichung Customs Office urges exporters to obtain the certificate confirming Taiwan as the country of origin before declaring their shipments for export to ensure compliance and protect their trade interests. Additionally, the Taichung Customs Office reminds exporters that under the Regulations Governing Certificates of Origin and Processing Certificates, if an exporter imports foreign steel materials and processes them domestically without meeting the substantial transformation criteria, the resulting products will not be classified as Taiwanese steel products. However, if such products still need to be exported to the EU, the exporter must apply for a Processing Certificate from the Taiwan Steel & Iron Industries Association before clearance and declare them to customs as foreign goods for export.
