Budget 2025 - Encouraging Lifelong Learning

Lifelong learning is at the heart of Singapore’s vision for a future-ready workforce. In Budget 2025, the Government has introduced enhanced measures to help Singaporeans upskill and stay competitive in a rapidly evolving job market.

 

  1. Expanding Support for Mid-Career Professionals

 

The SkillsFuture Level-Up Programme, first introduced in Budget 2024, continues to empower mid-career Singaporeans. Those aged 40 and above will receive $4,000 in SkillsFuture Credit to support their learning journeys. Additionally, starting next month, eligible individuals can apply for a training allowance of up to $3,000 per month for selected full-time courses, with a maximum support of $72,000 per worker over 24 months.

 

  1. Supporting Part-Time Upskilling

 

Recognizing that many Singaporeans prefer to upskill while remaining employed, the Government is extending financial support to part-time learners. Beginning early next year, workers undergoing part-time training will receive a fixed training allowance of $300 per month to help defray learning expenses. This initiative aims to make lifelong learning more accessible, especially for individuals balancing work and family commitments.

 

  1. Enhanced Upskilling for Lower-Wage Workers

 

Lower-wage workers will now have access to enhanced support for upskilling. The Workfare Skills Support Scheme, previously available from age 30, will now include a new tier of assistance modelled after the SkillsFuture Level-Up Programme. This will enable lower-wage workers to pursue more comprehensive, long-term courses that provide deeper reskilling opportunities.

 

  1. Investing in Institutes of Higher Learning

 

To further strengthen Singapore’s lifelong learning ecosystem, the Government is supporting the development of a new city campus for the Singapore University of Social Sciences (SUSS). This will provide a dedicated and accessible learning hub for individuals of all ages. Additionally, the Singapore Universities Trust will be extended to 2042, ensuring continued financial support for newer Autonomous Universities such as SUSS and the Singapore Institute of Technology (SIT).
