📮 Hong Kong | Hong Kong and Rwanda Sign CDTA

Hong Kong and Rwanda have signed a Comprehensive Avoidance of Double Taxation Agreement (CDTA) to strengthen financial and trade ties. Signed by Hong Kong’s Secretary for Financial Services and the Treasury, Mr. Christopher Hui, and Rwanda’s Minister of Finance and Economic Planning, Mr. Yusuf Murangwa, the agreement allocates taxing rights between the two economies, reduces Rwanda’s withholding tax rates for Hong Kong residents to 7.5–10%, and prevents double taxation through tax credits. This marks Hong Kong’s 54th CDTA and underscores its commitment to expanding cooperation with Belt and Road economies.

💻 Singapore | Microsoft Enhances Windows 11 with Copilot AI Features

Microsoft has rolled out new AI enhancements for Windows 11, making its Copilot assistant more powerful and intuitive. 🪨 Taiwan | Certificate of Origin Requirements for Exporting Steel Products

In response to the EU’s extension of trade defense measures on steel imports, the Taichung Customs Office announced that, effective October 1, 2024, the Ministry of Economic Affairs (MOEA) has implemented export controls on 86 types of Taiwan-produced steel products under export regulation code 132. Exporters to the EU must obtain a pre-clearance Certificate of Origin, issued by the Taiwan Steel & Iron Industries Association under MOEA authorization, to verify Taiwan as the country of origin. The Customs Office further reminds exporters that products made from imported steel that do not meet substantial transformation criteria are not considered Taiwanese, such goods require a Processing Certificate from the Association and must be declared as foreign-origin exports to the EU.

💡 Vietnam | Vietnam and Singapore to Strengthen Rice Trade Collaboration

Vietnam and Singapore have formalized a Memorandum of Understanding (MOU) on rice trade cooperation, approved under Prime Ministerial Decision No. 2360/QD-TTg on October 25, 2025. Vietnam, currently Singapore’s third-largest rice supplier after India and Thailand, briefly became its top exporter in early 2024, reflecting the strong quality and competitiveness of Vietnamese rice. The MOU is expected to strengthen bilateral trade ties and create new opportunities for Vietnamese enterprises to expand exports, enhance product quality, and leverage Singapore’s position as a key regional trade hub.

📌 Malaysia | New Qualifying Criteria for Audit Exemption (Issue 2 of 4)

Under the new rules, private companies in Malaysia may qualify for audit exemption if they meet any two of the following for the current and preceding two financial years: annual revenue not exceeding RM3 million, total assets below RM3 million, and no more than 30 employees. However, subsidiaries of public companies, foreign companies, exempt private companies, and certain dormant companies are not eligible. Companies that no longer meet the criteria will lose their exemption moving forward. In our next newsletter, we will explore the new audit exemption criteria in detail.
