🖥️ Hong Kong | Embracing E-Signatures for Corporate Governance
The Electronic Transactions Ordinance (ETO), enacted in Hong Kong in 2000, grants legal recognition to electronic records and e-signatures, equating them with traditional paper-based documents. It distinguishes between simple electronic signatures (e.g., typed names or scanned signatures) suitable for low-risk use and secure digital signatures backed by Certification Authorities (CAs), ideal for sensitive transactions. The ETO enhances corporate governance by enabling faster, cost-effective, and secure digital processes. To comply, businesses should ensure e-signature reliability, work with trusted CAs, implement secure record-keeping, train stakeholders, and establish clear internal policies.
🤖 Singapore | OpenAI to Combine Multiple Models into Upcoming GPT-5
OpenAI plans to release GPT-5 later this summer, unifying its current model families, the reasoning-focused “O” series and the multi-modal GPT-4o, into a single, advanced system. This new model aims to streamline user experience by combining the best of both lines, eliminating the need to switch between models and enhancing overall performance. OpenAI executives describe GPT-5 as a foundational leap designed to improve efficiency and reduce limitations across tasks.
💽 Taiwan | MOEA Updates Retail Data Security Regulations
To enhance personal data protection in retail, Taiwan’s Ministry of Economic Affairs (MOEA) enacted the “Retail Industry Personal Data File Security Maintenance and Management Regulations” on August 1, 2023. Initially targeting the general merchandise sector, the regulations now apply to all retail businesses with at least NTD10 million in capital that recruit members or collect customer transaction data. However, businesses regulated by other central authorities, such as those in Chinese and Western medicine, cosmetics, multi-level marketing, agriculture, and medical equipment, are exempt and must follow data protection rules set by their respective regulators.
🧴 Vietnam | Cosmetics Management to Meet International Standards
Starting August 18, 2025, Vietnam’s Ministry of Health will enforce Circular 34/2025/TT-BYT, requiring all imported cosmetics to submit individual product announcement forms listing ingredients in descending concentration order using ASEAN-endorsed INCI names. Ingredients under 1% may be listed flexibly, with colorants marked as “+/–,” and percentages of restricted substances must be fully disclosed. The regulation aims to enhance transparency, prevent ingredient concealment, and align with global standards. From 2026, product data will integrate with barcodes and blockchain to improve traceability, supporting industry growth and export potential.

Firms not engaged in gazetted activities during the reporting period, such as dormant entities, newly established firms, or those winding down, must declare their status via the DNFBP portal by selecting “Declaration of Non-Applicability.” Failure to submit a DCR or make this declaration may trigger regulatory scrutiny. For Reporting Institutions (RIs), the DCR is more than a regulatory formality; it’s a key tool for strengthening AML/CFT measures and aligning with Bank Negara Malaysia’s supervisory expectations. Timely, accurate submissions using a structured, tech-driven approach not only ensure compliance but also enhance internal controls and reputation.
