📰 Hong Kong | Extension of the FTA Scheme
Starting April 1, 2024, Hong Kong Customs has expanded the Free Trade Agreement Transshipment Facilitation Scheme to include the transshipment cargoes from the Mainland to Singapore via Hong Kong. The scheme now allows local traders to apply for a Certificate of Non-manipulation to claim preferential tariffs under various trade agreements when their Mainland cargoes are transshipped to Singapore via Hong Kong. This extension aims to enhance Hong Kong’s role as a logistics hub by providing Customs supervision and ensuring that transshipment cargoes maintain their original state without further processing while in Hong Kong.

💱 Taiwan | Income Tax for Influencers: No Law Amendment Needed
During the March 20, 2024 legislative report, the Finance Minister addressed influencer income tax concerns. Existing laws, including the Income Tax Act, were found sufficient, eliminating the need for amendments. Instead, the Ministry of Finance will create Q&A guidelines inspired by Singaporean practices. These guidelines will cover influencer income types, sourcing principles, and expense recognition. The identified influencer income categories encompass platform ad revenue sharing, ad bonuses, platform salaries and donations, advertorials, physical activity fees, subscription fees, livestream sales, and product sales.

During the workshop, Mr. Vo Tan Thanh, Vice President of VCCI, highlighted the flourishing trade and investment cooperation between Vietnam and Hong Kong, with bilateral trade reaching $11.24 billion in 2023 and Hong Kong ranking as Vietnam’s third-largest foreign investor. Mr. Owin Fung, Director of HKETO, emphasized Hong Kong’s reliability as a business partner and its recent visa policy changes benefiting Vietnamese firms. Ms. Alpha Lau, Director General of InvestHK, outlined Hong Kong’s strengths such as its international finance hub status, common law system, and support for startups. Mr. Abhishek Bakshi, from the Hong Kong Stock Exchange, provided insights into IPO listings and emphasized Hong Kong’s role in connecting Vietnamese entities with funding opportunities, particularly under the Belt and Road Initiative.
