Taiwan Executive Yuan Approves Amendments to Boost Foreign Talent Recruitment
To build a more comprehensive environment for retaining and attracting talent and strengthen Taiwan’s competitiveness in the global race for talent, the Executive Yuan approved, on May 29 2025, the draft amendment to the “Act for the Recruitment and Employment of Foreign Professionals” proposed by the National Development Council. The draft will be submitted to the Legislative Yuan for deliberation.
Premier Cho Jung-tai stated that talent is the foundation of national prosperity. In order to enhance Taiwan’s attractiveness to international talent, accelerate industrial upgrading, transformation, and innovation, and expand global outreach, it is essential to improve the working, residency, and social security systems for international talent and their dependents in Taiwan. This will help foster a more robust environment for talent retention and attraction, allowing global professionals to gather in Taiwan and strengthen the nation’s industrial capacity.
Premier Cho also emphasized that once the bill is submitted to the Legislative Yuan for deliberation, the National Development Council and relevant Ministries should actively engage in communication and coordination with legislative caucuses across party lines to expedite the legislative process.

- Work Permit Exemption for Dual Nationals Without Household Registration in Taiwan
