Requirements to register

Under the Import and Export Ordinance (Chapter 60) and its subsidiary legislation, the Import and Export (Strategic Commodities) Regulations, specific products listed in the Schedules require a license for import or export in Hong Kong. Traders are required to possess separate licenses for shipments of strategic commodities they intend to export.

Qualifications and credentials

Import and export licenses for strategic commodities must be obtained before importation or exportation. An import license is valid for six months (three months for temporary arrangements) and allows part-shipments. The importer must present the license to the carrier, who will release the consignment, endorse the license, and within 14 days deliver it to the Trade and Industry Department. For part-shipments, a written declaration is required, and the carrier returns the endorsed license to the importer if there is a balance. For the last shipment, the carrier submits the license with the written declaration and import manifest. An export license is valid for three months and is consignment-based, requiring all products to be shipped together. The carrier must deliver the export license and manifest to the Trade and Industry Department within 14 days after exportation.
