Singapore Budget 2024 – SkillsFuture Level-Up Programme

SkillsFuture Level-Up Programme

In a bid to bolster the professional trajectory of mid-career Singaporeans aged 40 and above, the SkillsFuture Level-Up Programme unveils a suite of transformative measures. Comprising three key initiatives, this programme is designed to catalyse reskilling and upskilling endeavours, fostering enhanced career prospects and facilitating transitions into new professional domains.

1. $4,000 SkillsFuture Credit (Mid-Career) Top-Up:

Originally launched during Budget 2015 to incentivize Singaporeans to take charge of their skills development, the SkillsFuture Credit (SFC) now receives a mid-career boost. As individuals reach the age of 40, they will receive a $4,000 SFC top-up to fuel their learning journeys. With no expiry date attached, this credit empowers recipients to enrol in approximately 7,000 selected industry-oriented courses (list available on MySkillsFuture from 22 April 2024) with proven employability outcomes.

2. Support for Pursuing Another Subsidised Full-Time Diploma:

Historically, individuals who benefited from MOE subsidies or government sponsorship for diploma or higher qualifications were ineligible for further subsidised full-time diploma pursuits. However, starting from Academic Year 2025, mid-career Singaporeans aged 40 and above gain access to the Mid-Career Enhanced Subsidy. This enables them to pursue subsidised full-time diploma programmes across Polytechnics, ITE, and esteemed Arts Institutions, expanding their horizons and skill sets.

3. SkillsFuture Mid-Career Training Allowance:

Recognizing the financial challenges accompanying full-time training, the programme introduces a training allowance for mid-career professionals embarking on extensive reskilling journeys. Set to launch in early 2025, this allowance serves as partial income support for eligible individuals undertaking full-time long-form training programmes. Whether enrolling in SkillsFuture Career Transition courses or publicly-funded qualifications up to undergraduate degree level, participants can benefit from an allowance equivalent to 50% of their average income over the past 12 months, capped at $3,000 per month.

Additional information will be released at a later time.
