Small Unmanned Aircraft Order (Cap.448G) >Tips for Visitors
Observe Regulatory Requirements
1. The Small Unmanned Aircraft Order (Cap. 448G) in Hong Kong regulates how small drones (called small unmanned aircraft or SUA) can be used, based on the level of risk they present.
2. Depending on the weight of the drone and how risky its operations are, there are regulatory requirements that must be followed. These include registering and labelingthe drone, registering the remote pilot, completing training and assessments, using proper equipment, following operating rules, and having insurance.
3. Anyone using a drone must follow all the regulatory requirements and operating requirements outlined in the Safety Requirements Document and the General Safety Guidelines for Flying SUA.
Take Note of Area that SUA Cannot be Flown
1. If you’re flying a drone (SUA), you need to be aware of places where you can’t fly it:
A. Drones are not allowed in Restricted Flying Zones (RFZ). You should check the Drone Map before flying to see the latest RFZ locations. Some examples include Victoria Harbour, the area near the Express Rail Link in West Kowloon, Hong Kong International Airport, and near Cheung Chau Helipad.
B. Drones cannot be flown over Prohibition Area as defined by the Air Navigation (Flight Prohibition) Order, like near Penny’s Bay, including Hong Kong Disneyland.
2. There may be other laws and rules that limit when and where you can fly your drone. Pilots need to follow these rules and check with the right authorities for approval if needed before flying.has context menu
Registration of SUA and Remote Pilot
1. Most drones (SUA) and their pilots must register, except for Standard Category A1 Operations, which are drones weighing 250g operated within applicable operating requirements.
2. You can register drones and pilots on the online platform called eSUA.
3. Non-Hong Kong residents need to use their travel documents to create an eSUA account.
4. Registration for non-Hong Kong residents usually lasts for six months. It’s best for them to register once they have definite plans to visit Hong Kong and have their travel documents ready.
